Yea it can when they actually 'Finish' them.... LOL
I looked into buying a condo that they were building right next to my house. They started it about 5 or so years ago, super cute. Still half way built, lol. No more money..... $650,000 for a one bedroom, well that was starting, I'm sure it would be a lovely 1 million if you actually wanted a kitchen sink and a parking spot to go with that..... I would have to make friends with my neighbors to use the bathroom. lol or keep my friends here..  It is interesting to watch though isn't it. My Dad was an electrician so I use to get to see stuff like that alot. It's interesting.
